I think it should target those who are unemployed.

I think for those who were truely shut down or it caused them to be unemployed yes, however those who chose to be unemployed and could have kept working because they could make more milking the system should not (though hard to blame someone for it). The problem I see is I don’t see too many stepping into this before the election.

It's important to get it to those in need. In my case, my hotel is losing money every month and if I laid off any employees, they would need help. But Congress won't do anything to help Trump get elected so maybe this is the best way to help lots of people quickly.

Not much will get done before the election but most lawmakers on both sides of the aisle know that something needs to get done asap or their candidate will take the heat.
