Who should control when a state opens for business during the Covid pandemic?

The president makes that decision for the country and each state has the  same opening

Definitely the state, the situation in each of them is different, some should be open faster than others just depend how severe the virus situation is.

Think this is state by state though I think there needs to be something who can override each state Governor too. I think there are a lot of bad and overaction responses being completed that could use a second look at both sides.

The virus has shown to have different affect in various states.  It's a regional or local issue, so who better to govern the mandates and rules than the States?
