The number of cases continues to grow and a lockdown seems to be the only viable option at this point if we want to control this virus

Add a mask mandate.  Move bars, restaurants, nail salons, barbers, etc.. to outside.  If that can't happen due to weather, location, etc... then shut down.  Would look into proper ventilation protocols for indoor options.
