I think there are much better and more promising options. I don't want to hire a coach that knows he isn't a long term option and won't try to prove anything. I want a Head Coach who wants to build a legacy and knows the importance of using TLaw. Cowher has nothing else to prove and I think someone like Joe Brady would want to be like a Sean McVay, OG Mike Tomlin, or Jon Gruden (the first round of coaching) and shake up the league for years to come.
