Probably, I think its just a fad like motorize bikes that at some point someone other then the company who supplied them will be responsible to clean the mess up. On top of that I have seen some people take some serious falls off them which while kinda funny sometimes, probably isn't the best thing.

Keep government out of what people want to do an long as it isnt hurting anyone. They are annoying as hell but it shouldn't be banned
