While running 40 would be great, just like Driving a car you'd be limited by sidewalks/streets/lights, etc that would hinder you from ever being able to hit top speed continuously enough. Flying while 10 MPH would be slop you could take a more direct direction.

Flying 10 mph would take you forever to get anywhere and would ultimately be frustrating. Running 40 might has multiple advantages
