If it really is a roast it is not bullying unless you use the roast to hit below the belt, so to speak

Roasts are typically done with the consent of the person being roasted, so no. If the person does *not* consent, they're being bullied.

It drpends on if it is in a joking manner or not

generally a roast is accepted by the roastee,  it’s a form of flattery
