Shadow IT, also known as Stealth IT or Client IT, are Information technology (IT) systems built and used within organizations without explicit organizational approval, for example, systems specified and deployed by departments other than the IT department.

Is Shadow IT in an organization good or bad?

Shadow IT works outside policy and creates too many non-standardized solutions that cannot be managed centrally creating potential un-supportable solutions in the production environment.

Shadow IT is more nimble and creates real world solutions for real world problems in real time at a low cost and create greater ROI.

Depends on the business, but hot fixes will always come up, and some certainly require moving fast. Doing this too much will lead to tech debt that increases operating costs over time. Think processes for evaluating the fix and managing within the longer term roadmap need to be considered in real-time best as possible, and tech debt needs to be managed and minimized.
