YES - He wants to be a great player and knows he needs the threat of a jumper to be an all-around great player.

NO - He feels he's more valuable to his team by primarily being a facilitator, rebounder and get to the rim guy.

Every great player in the NBA works on improving their game year after year, especially the deficiencies in their game. This one was an obvious area of improvement following last years playoffs. Simmons will never be a Ray Allen, or a Reggie Miller, or a Larry Bird, but he can become a hell of a lot better from the outside than he has been. In a few years, if he keeps showing more scoring abilities in the playoffs, this will no longer be an issue or relevant conversation.
