Bill Gates is talking about the Plague which killed 30-50% of the European population.  It was a pandemic of a different magnitude and killing potential. Masks would be no good.  You need a good pest control company to handle the rats like Corky's (plug as a favorite of Scott's).  There was probably a lack of sanitation.
