Where I live its too early. However, some areas have the situation much more under control, so its probably safe for them to return to normal.Re-opening needs to be done on a state-to-state and county-to-county basis. The country and most states are too big to have a blanket policy that is rational and feasible.

I was at a phone repair shop at the mall and it was surreal and sad to see no one there. It was by appointment only and the owner said they're still paying rent and he doesn't know if he'll survive another month of minimal income.

could not agree more. problem is, will businesses survive w/ 50-75% less income per month.
