I would say yes, but forget the right or wrong moral dilemma. The census determines resources that go to different communities. How do you determine what is needed where and for who without knowing who is there? Whether you think resources should be there for them or not, the fact is they will be needed and be consumed whether legally or not, so I think you need to account for this.
